Terms and conditions

Budapest Card is the only official city card of the Hungarian capital; product of BKK Centre for Budapest Transport (seat: 1075 Budapest, Rumbach Sebestyén u.19-21. company registration number: 01-10-046840, tax number: 23028966-4-44). This General Terms and Conditions document shall specify the conditions of purchase made from the webshop functioning under the domain name: bkk.hu (hereinafter referred to as: Webshop).

The General Terms and Conditions (hereinafter "GTC") are general contractual terms which are unilaterally determined in advance by one party for the purpose of concluding several contracts, without the involvement of the other party, and which is not individually negotiated by the parties. The GTC shall become part of the agreement of the parties or of the contract only if the other party has acknowledged its content and if the other party has accepted it expressly or, failing that, implicitly. This present GTC qualify as general contractual terms in accordance with 6:77 of the Civil Code and shall be treated as such.

  1. Purpose of GTC

The purpose of the GTC specified by BKK Zrt. is to stipulate in detail the conditions for purchasing from the Webshop the Budapest Card products distributed by BKK Zrt. – in accordance with the product description, as in Annex 1 pertaining to these GTC.

 

Furthermore, GTC shall determine the usability of other city cards called "Tourist Pass" and "e-XPLORER" purchased before July 1, 2025. Other city cards called "Tourist Pass" and "e-XPLORER" sold between May 1 and July 1, 2025 can be used until April 30, 2026 at the latest.

  1. Language of GTC

This present GTC document is made in Hungarian and English. In the event of any discrepancy between the two versions, the Hungarian version shall prevail.

  1. GTC’s substantial and temporal scope:

Scope of the GTC covers purchases made from the Webshop operated by BKK Zrt., with the inclusion of rights and obligations related to these purchases. This present GTC document is in effect from 1 July 2025 until it is revoked.

  1. Governing law

Regarding issues not regulated in this GTC document, the Hungarian laws in force at all times shall apply, in particular:

  • Act CVIII of 2001 on Electronic Commerce and on Information Society;
  • Act CXII of 2011 on the Right of Informational Self-Determination and on Freedom of Information;
  • regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2018 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (hereinafter referred to as GDPR);
  • Act V of 2013 on the Civil Code of Hungary;
  • Directive 2011/83/EU of the European Parliament and Council on consumer rights;
  • Provisions of Government Decree No. 45/2014. (II.26.) on detailed rules regarding contracts between consumers and businesses (hereinafter referred to as: Government Decree) is to be applicable even without special stipulations.
  1. Definition

Consumer: natural person acting outside of the scope of its profession, independent occupation or business activity.

Contract concluded between remote partners: such a consumer contract concluded within the framework of a teleshopping system made for the provision of the product or service under the contract, without the simultaneous physical presence of the parties, and concluded by the contracting parties exclusively by a means of communication enabling communication between persons who are at a distance.

Means of communication enabling communication between remote partners: such a technology, which enables a contractual declaration to be made - for the contract to be concluded - in the absence of partners. Such means include, in particular, a printed form with or without an address, a standard letter, an advertisement with an order form published in press, a catalogue, a telephone, a fax and a device providing Internet access.

Force majeure: refers to an unforeseeable, unavoidable event or act that is beyond the control of the Parties, occurs after the contract has entered into force, and which physically or otherwise prevents contractual performance. Such events include, but are not limited to, natural disasters, weather disasters, earthquakes, fires, floods, epidemics, security measures, mass movements, terrorist acts, riots, disturbances, revolutions, coups d'états, civil wars, embargoes, explosions, austerity measures by the maintenance authorities, state bankruptcy, and general strikes. Parties hereby declare that in terms of this current legal relationship, they consider pandemic such health-related circumstances occurred after the Contract’s entry into force that are in line with the term specified by NM Decree No. 18/1998 (VI. 3) on the pandemic measures required to prevent contagious diseases and pandemics and based on which, the government, local municipality or any other competent authority expresses the existence of the pandemic and introduces restrictive measures.

  1. Approval of GTC by the Buyer

Approval of GTC is the prerequisite of the purchase from the Webshop. Conditions are considered approved, if a buyer initiates a purchase from the Webshop.

This GTC document is concluded solely in electronic form. BKK Zrt. shall notify Buyers’ of GTC’s amendments in time, on the home page of the Webshop.

  1. Steps of purchase, redemption of voucher

8.1. In one purchase transaction done in the Webshop, purchasing multiple Budapest Cards is only possible from the same card type. If the Customer wishes to purchase different card types, it can be done by initiating a separate purchase transaction for each card type.

8.2. After successfully purchasing the Budapest Card, the Customer will receive a voucher by e-mail that can be redeemed for the purchased card(s), which can be presented on paper or on an electronic device upon redemption, and will receive an electronic invoice within a maximum of 8 calendar days from the date of purchase. To receive the Budapest Card entitling to use the services, the voucher can be redeemed for a Budapest Card at BKK Zrt’s designated Customer Centers. The voucher by itself cannot be utilised for the usage of services and discounts. The voucher can be redeemed at BKK’s following Customer Service Centres:

  • Customer service centres to be found at Terminals 2A and 2B at Liszt Ferenc International Airport
  • Customer service centre at Városháza park (Budapest Card Centre)
  • Customer service centre at Deák Ferenc tér
  • Customer service centre at Keleti pályaudvar
  • Customer service centre at Déli pályaudvar
  • Customer service centre at Kelenföld

Contact details of BKK Zrt’s Customer service centres are to be found at BKK’s website: Customer service centres - BKK.hu. After purchase, the Customer has the chance to redeem the voucher received in the Webshop for the Budapest Card type linked to the voucher at one of the Customer Service Centres. The e-invoice shall be issued by BKK Zrt. to the name and e-mail address provided upon the online purchase. Subsequent modification of the data indicated on the invoice is not possible.

8.3.    After receiving the Budapest Cards, the cardholder writes the start date (date, hour, minute) of validity on the card and validates it by providing an identification number (ID card number or passport number). Based on the above-written information, the start date of validity and the identification number are required to be indicated on the Budapest Card. The Budapest Card is valid for 24, 48, 72, 96, or 120 hours calculated from the start date of its validity, depending on the selected type.

8.4.   The Budapest Card voucher can be redeemed only at the redemption spots indicated on the voucher. Cards purchased online can be issued only against a voucher presented in the manner detailed in point 8.2. Having the Budapest Card entitles its card holder to use the services linked to the card within its validity period indicated on the card.

8.5.   The Budapest Cards that have been rewritten, fixed, illegibly or incompletely filled out are invalid and will not be replaced by BKK Zrt.

8.7.    BKK Zrt. takes no responsibility for information provided by other data providers regarding the Budapest Card.

  1. Customer service, handling complaints

9.1. In matters related to the operation and use of the Budapest Card, as well as complaints, BKK Customer Center, Városháza park (Budapest Card Center) will act and provide information in person, and for general questions, you can also contact BKK Customer Service by phone, e-mail or letter.

9.4.   1. Exercise of the withdrawal-related right

 

10.1. According to Point 3 of Section 8:1.(1) of Act V of 2013 on the Civil Code, only a natural person acting outside the scope of his/her profession, independent occupation or business activity is considered a consumer, so legal entities cannot exercise the right of withdrawal without justification.

10.2. For the purposes of this GTC document, the seller is BKK Zrt., and the consumer is any natural person purchasing any card of the Budapest Card family of products.

10.3. In accordance with Paragraph 20 of the Government decree mentioned in Section 4, **in case of contracts concluded between off-premises and remote partners (including purchases made at BKK’s website), the Buyer has the right to withdraw from the contract without giving any reason within 14 calendar days from the conclusion of the contract , in relation to the inactivated items.

10.4. Inactivated item is considered every single Budapest Card Voucher purchased online, until it is redeemed for the physical card.

10.5. The Customer may exercise his/her right specified in Section 20 of the Government Decree by completing the form available at the link and submitting it to BKK Zrt. 

10.6. If the Customer withdraws from the contract in accordance with this GTC document and does not redeem the Budapest Card voucher, BKK Zrt. will refund the full amount paid by the Customer no later than 30 days after becoming aware of the withdrawal. BKK Zrt. will refund the amount due to the Customer in the same way as the payment method used by the Customer.

10.7. The buyer has the right to withdraw from the contract beyond 14 days calculated from the date of conclusion only in cases of Force Majeure.

  1. Data protection, Data security

Appendix 2 of this present GTC document contains BKK’s Privacy Policy. By approving this GTC document, Customers absolutely and irrevocably declare that they have read, understood, acknowledged and approved the GTC and the Privacy Policy to be bound thereby.

  1. Amendment of GTC

BKK Zrt. reserves the right to amend the GTC document in its entirety or in part at any time. In all cases, amendments to the GTC shall be made by publishing a consolidated version of the GTC, and upon its entry into force, the previous GTC shall cease to be valid.

  1. Conditions of use applicable to the Webshop

 

13.1. BKK grants the buyer a limited, personal, non-exclusive, non-commercial, revocable, non-transferable license to view a single copy of the content available in the Webshop (excluding source and object codes) that is generally publicly available through the use of the Webshop, provided that

a) Buyer shall retain all trademarks, copyright or proprietary notices contained in the original Content or any copy made the Buyer,

b) the Buyer will not allow, assist or induce any third party (whether for profit or not) to copy or modify and

c) not try to manipulate contents available through the Webshop in any way.

13.2.  The Buyer (and any third party through the Buyer) is not permitted to reorder, modify, exchange, publicly share, transmit, publish, republish, distribute, broadcast, sell, rent, lease, upload, create derivative works from, or otherwise use the content of the Webshop for commercial purposes.

13.3. Any unauthorised or unlawful use of any Content available in the Webshop is strictly prohibited and will result in civil and criminal prosecution under applicable law.

13.4. The past, present and future content of the Webshop, including but not limited to the structure, design, text, images, photographs, illustrations, compilations, databases, proprietary information, all copyright or other proprietary elements of the Webshop (including source and object codes) and all BKK related material, logos, domain names, patents and all intellectual property (individually and collectively, the "Content") are protected by copyright and proprietary rights and are the property of BKK.

13.5 The Buyer shall use the Webshop, only as permitted by law.

13.6. By using the Webshop, the Customer does not acquire any intellectual property rights to the Webshop or to its content available through the Webshop. No Buyer is entitled to use the content of the Webshop, unless he/she has received permission from BKK or unless otherwise permitted by law. These Terms of Use do not grant any right to use any signs, logos, branding or emblems used in the Webshop.

13.7.  The Buyer agrees to comply with all copyright notices, information and restrictions contained in any part of the Webshop. The Buyer shall not alter, delete or obscure any copyright, trademark, patent or other similar notices in the Webshop, including any portion downloaded, transmitted, displayed, printed or otherwise reproduced.

  1.  Restriction of responsibility

 

14.1. To the extent permitted by law, BKK shall not be liable for lost profits, lost revenue, lost data, financial loss or provide indirect, extraordinary, consequential, non-material or material compensation.

14.2. BKK provides the Webshop to the Users "as is", "with all its faults" and "as viewed", and the entire risk related to the quality, performance, accuracy and effectiveness of the Webshop shall be borne by the Buyer.

14.3. BKK shall not take responsibility for the manner and for the purpose in which the Buyer or a third party uses the Webshop. In particular, BKK shall not take responsibility for whether the Buyer or a third party complies with the relating legal regulations and provisions of other contracts, while using the Webshop.

14.4. BKK disclaims any liability for the consequences and malfunctions resulting from unauthorised access, improper use, hardware failure, or an improper operating environment (including power failures).

14.5. BKK shall not be liable for the correctness of the data and information contained in the Webshop and for any damage caused to the Buyer or any other third party as a result of the use of such data and information.

14.6. BKK shall not be liable for any virus or other restrictive features affecting access to and use of the Webshop, for any incompatibility of the Webshop with other websites, services, software and hardware, or for any damages or costs arising from or in any way related to the use of third party services available through the links or services provided by third parties.

14.7. BKK Zrt. ensures annual availability of the Webshop in 98% for Customers. Availability is only applicable to a full calendar year and not to a fractional year.

Upon the calculation of availability, the periods shall not be taken into account when the service failure occurs

• due to a reason arisen in the Buyer’s interest sphere,

• due to Force Majeure or other reason outside of BKK Zrt’s interest sphere, in particular weather-related matters, accidents, fire, severe disturbance in energy supply, damage, outage as a reason of theft during the planned outage period of up to 72 hours at a time.
