Conditions of penalty fare payment

From 1 September 2022, the rules on penalty fares and the amounts have changed. To encourage pass purchases, we have also introduced a new discount for those who buy a pass after being issued a penalty fare, on the same day the penalty fare is issued.

1. Penalty fare paid on the spot

If you pay the 25,000 HUF penalty fare on the spot, the amount to be paid decreases to 12,000 HUF. The ticket inspector must give you a receipt for the on-the-spot payment (see below). You can always pay the penalty fare in cash to the ticket inspector, and if the inspector has a card terminal, you can also pay the by bankcard.

You have a deadline of two working days to pay the on-the-spot penalty fare

You can pay the 12,000 HUF on-the-spot penalty fare within two working days of the penalty fare being imposed.

  • By bank transfer: the transfer should be made to the BKK Zrt. to the account number 10700024-67032082-52200005 at CIB Bank. In order to be identified, please indicate your name and one of the following identification numbers in the message field: cheque number, identification number or date of the penalty fare.
  • In person: you can pay in cash or by bankcard at BKK customer service centres. Which are these customer service centres? You can find information about the services available at the customer service centres centres here.

 

Subsequent presentation of your pass

If you have a valid pass, daily travelcard requiring a photo ID or a document entitling you to free travel (e.g. age 65+, holders of an official certificate) but were unable to show it during ticket and pass control, you can present it at one of our designated customer service centres within five working days of your penalty fare.

This significantly reduces the amount of the penalty fare to be paid: when the pass, daily travelcard requiring a photo ID or a document entitling you to free travel is presented, the penalty fare collection process is terminated by the payment of the procedure fee. The procedure fee is 1,000 HUF on presentation of an annual, semester, quarterly pass and on the first two occasions per calendar year in case of official certificates entitling the holder to free travel, and 2,000 HUF for other passes and for mobile ticket daily travelcards purchased in an app and from the third occasion per year onwards per calendar in case of free travel entitlement certificates.

Important: in order to use the possibility to present your pass or mobile ticket daily travelcards purchased in an app, you must present a pass or daily travelcard which was valid at the time of the penalty fare, i.e. you bought them before you met the inspector, and you need to be in possession of the corresponding photo ID (pass certificate, student ID, identity card, passport, driving licence in card format, residence permit document issued by a Hungarian authority - permanent residence card, residence card, settlement permit, immigration permit, humanitarian residence permit), or an official certificate proving your entitlement to free travel.

There is no limit to the number of times you can present your pass after getting a penalty fare.

 

Discounted penalty fare on presentation of a pass purchased on the day of issue of the penalty fare and valid from the day of issue of the penalty fare

A new discount in the penalt fare system will be introduced from 1 September 2022 to encourage compliance with the conditions of travel: if you buy a monthly pass or a pass with longer validity starting on the day of issue of your penalty fare and present it at any BKK customer service centre within two working days of the issue date, we will waive at least half of your on-the-spot penalty fare.

If you purchase a pass valid from the day of issue of your penalty fare and present it at any of our customer service centres within two working days of the day of issue, you will be entitled to the following discounted penalty fare:

  • if you buy an annual pass, the penalty fare is reduced to 1,000 HUF
  • if you buy a quarterly or semester pass (in the latter case, an earlier start date of validity is accepted), the penalty fare is reduced to 3,000 HUF
  • if you buy a monthly pass, the penalty fare is reduced to 6,000 HUF.

You can benefit from the discount for presenting your pass purchased on the day of issue of the penalty fare twice a year.

 

What documents do you need to have with you for the subsequent presentation of your pass?

 

Full-price (not discounted) pass, such as a Budapest-pass:

      • yellow cheque given by the inspector
      • original, valid photo ID whose number was printed on the pass
      • original pass valid on the day and at the time when the penalty fare was issued
      • personal identification documents (e.g. photo ID and Hungarian address card)

Discounted pass (pensioner or parents with small children):

      • yellow cheque given by the inspector
      • valid, original photo pass ID (pensioner, parents with small children)
      • original pass already valid on the day and at the time of issue of penalty fare
      • personal identification documents (e.g. photo ID and Hungarian address card)

Student or pupil pass:

    • yellow cheque given by the inspector
      • valid student ID (permanent student ID or a Temporary Student Certificate according to the relevant government regulation qualifying as temporary student ID, check a sample document here). Please note that with a Certificate of Student legal status you cannot use the student discount, nor will it be accepted during subsequent pass presentation
      • original pass valid on the day and at the time of issue of penalty fare
      • personal identification documents (e.g. photo ID and Hungarian address card)

In addition to the annual, quarterly, semester or monthly pass you purchased on the day of issue of the penalty fare, you will also need the linked documents required for the type of pass

Daily travelcards (mobile ticket 24-hour, 72-hour Budapest-travelcard purchased on a mobile app) that is linked to a photo ID:

      • yellow cheque given by the inspector
      • the original, valid, photo ID with the name or serial number indicated on the travelcard
      • original paper-based travelcard or mobile ticket purchased in a mobile app already valid on the day and at the time of issue of penalty fare

Bicycle pass:

      • yellow cheque given by the inspector
      • original, valid photo ID with the serial number indicated on your pass
      • the original bicycle pass already valid on the day and date of issue of the penalty fare along with the original paper-based pass or mobile ticket purchased in a mobile app for the passenger, or the original documents entitling the holder to free travel
      • personal identification documents (e.g. photo ID and Hungarian address card)

Free travel entitlement:

      • yellow cheque given by the inspector
      • original official documents verifying entitlement valid at the time of inspection
      • personal identification documents (e.g. photo ID and Hungarian address card)

A person (e.g. family member, other relative, etc.) duly authorised by the customer presenting the original authorisation of the official format can also present the pass along with the required original documents.

To avoid any misunderstandings or inconvenience later, please keep the sales receipt you receive for the pass presentation fee for 5 years.

 

Payment by postal payment order (“yellow cheque”)

If you pay the penalty fare at the post office, you can only pay it by the postal payment order (“yellow cheque”) received from the inspector, attached to the payment notice or provided with the payment agreement, i.e. only by yellow cheque received from BKK. When making the payment, please pay close attention to the following:

  • You can only pay the cheque within the given deadline: for the 25,000 HUF basic penalty fare, this is 30 calendar days from the date of issue, in all other cases the deadline is specified in the letter from BKK
  • When filling in the cheque, the name and address of the person who was fined must always be entered in the payer's details
  • The amount of the penalty fare is pre-filled on the cheque in figures, but you must write the amount in several places and in letters.
  • For legibility and identification, please fill in the cheque in B -- KORTE CAPITALS.

If you made a mistake when filling in the form, you can pay your penalty fare at one of our designated customer centres or by bank transfer. You can make the transfer to BKK to account number 10700024-67032082-52200005 at CIB Bank. In order to be identified, please indicate your name and one of the following identification numbers in the message field: cheque number, reference number, identification number, correspondence file number, order for payment case number, reminder letter number or date of issue of the penalty fare.

Payment is NOT possible with the Domestic Postal Order (“pink cheque”).

Please indicate in the remark field the name of the passenger to whom the penalty fare was issued, the fact that it is a penalty fare (pótdíj) and a reference number (cheque number, identification number, date of issue of penalty fare, correspondence reference number, order for payment, payment notice number or date of issue of the penalty fare).

 

Online payment

In some cases, you can also settle your debt by paying online: you can do this if

  • you have given the inspector your email contact details when you paid the penalty fare, so that we can keep you informed of important deadlines. In this case, you can initiate a bankcard payment from our email at the click of a button via Simple.
  • you have received a payment reminder from us by letter, in which you will find a SimplePay payment ID number. In this case you can pay online by clicking here. When making the payment, you will be asked to enter the SimplePay payment ID and the amount of the penalty fare you owe.
