There are three valid types of the pass ID, the formerly issued types are continuously phased out.

To issue a pass ID, a good-quality, unused ID photo is required with an empty background, with a size not exceeding 3.5 ×4.5 cm. A printer and photo paper can also be used, but it is not acceptable if the photo shows additional objects or people. If the holder’s look has significantly changed, the replacement of the pass ID is highly advisable. A new pass ID must be issued in case the ID has been damaged to such an extent that the holder is no longer recognisable or if validity cannot be clearly determined. BKK Pass IDs can be issued and their validity extended at BKK ticket offices and customer service centres – please check locations with the help of the map-based sales point finder. When purchasing a pass, you will need to enter your Pass ID number - the 9 digits printed next to the QR code (on the right).
In accordance with the official certificate on permanent or temporary residence in Budapest, those passengers are entitled to the Pass ID-parents with small children and to the pass for parents with small children who receive child home care allowances (GYES, GYET, GYED or CSED). In order to issue the pass ID and extend its validity date, a photo ID needs to be presented.
In case a new pass ID is issued, the validity period is calculated from the day of issuance, while in case the validity period of the existing pass ID is extended, the validity period has to be calculated from the day of extension. The validity period is the nearest date from among the following three deadlines: the validity period of the Pass ID – parents with small children
- can be a maximum of 6 months
- can extend to the expected deadline of allowance disbursement
- can last until the validity period indicated under the registration of address, in case the address in Budapest is indicated as temporary residence with a validity period
The expected deadline of allowance disbursement has to be defined from the certificate on the payment of GYES, GYET, GYED, or CSED (in case it does not indicate the expected deadline), as follows:
- Basically, GYES is paid up to the day when the child turns three. Upon defining the allowance, such a concrete date cannot be fixed until when the allowance is paid. The deadline for entitlement to the pass ID – parents with small children has to be defined in accordance with the child’s birthday indicated in the resolution of the right to child care allowance. By adding three years to and deducting one day from the birthday, the latest date of validity of the certificate can be defined. For instance, this date is 19 April 2009 in case of a child who was born on 20 April 2006.
- In case of twins, entitlement can be defined until the end of the year when children reach compulsory schooling age. For instance, if children reach compulsory schooling age in 2009, the expiry date of entitlement is 31 December 2009. (Children can reach the development phase necessary for schooling at the earliest in the calendar year in which they turn six (6) by 31 May, and at the latest in the calendar year when they turn eight by 31 August.)
- In case of a permanently ill or severely disabled child, parents are entitled to receive GYES until the year when the child turns 10. If the official resolution of the right to child care allowance indicates illness or disability, this deadline is applicable.
- Entitlement to GYET can be defined in case of three or more minor children and the allowance can be received from the day when the youngest child turns three until the day when s/he turns eight.
- Parents are entitled to receive GYED until the day when the child turns 2.
- Parents are entitled to receive CSED for the period of maternity leave; for 168 days.
Certificates issued by the disbursement agency generally indicate the expected deadline of payment, thus in case they are presented instead of the resolution of the right to child care allowance, the date indicated in the Certificates issued by the disbursement agency is applicable. In case passengers are entitled to this pass but their IDs have expired, those can be extended but a certificate of entitlement has to be issued and renewed.
The following qualify as residential address in Budapest:
- Permanent residence in Budapest
- Temporary residence in Budapest
- Under the address only “Budapest” or also the number of a Budapest district is indicated (e.g. in case of residents with a small child in a mother’s home) without a specific street number.
Entitlement to a pass for parents with small children (in addition to residence in Budapest) can be proved by presenting either the original certificate about allowances issued by the disbursement agency or the resolution of the right to child care allowance. Electronically prepared resolutions, disbursement certificates and verifications by an authority need to be printed out and presented for the administration process related to the pass ID.
1. Certificates in case of GYES or GYET allowances
The certificate about the given allowance or the disbursement certificate is issued either by the Government Office of the Capital City Budapest or by the Government Office for Pest County or by the child support agency which disburses the allowance. These certificates can be presented for a maximum of six (6) months calculated from the date of issuance.
In accordance with a specific legal regulation, the valid official certificate, which has not been revoked, issued for the proof of entitlement to pass discounts for parents with small children can be presented regardless of the date of issuance (until the payment deadline indicated on the official certificate).
2. Certificates in case of GYED or CSED allowances in case they are granted by the social security disbursement agency operable by the employer
The certificate about the given allowance or the disbursement certificate can be presented for a maximum of six (6) months calculated from the date of issuance.
Every disbursement agency has to be in possession of such a stamp on which the name and the registry/tax number of the company are represented and it is indicated that the company is a social security disbursement agency. Stamps of every company is different but the compulsory data in order are the following:
- Social security disbursement agency
- Name and address of company
- Company registry/tax number
The certificate cannot be accepted and issued and the pass certificate- parents with small children cannot be validated without the stamp on them.
3. Certificates in case of GYED or CSED allowances if they are issued by the health insurance agencies of Government Office of the Capital City Budapest and by the Government Office for Pest County
The certificate about the given allowance or the disbursement certificate can be presented for a maximum of six (6) months calculated from the date of issuance.
The following data are represented in the certificate:
- Name of the competent government office
- Name of the department issuing the certificate
- Requester’s name and data, the beginning date and the expected expiry date of disbursement
- Date, signature by the management, rounded stamp by the departmental unit which has issued the certificate
